DCP (dedicated charging port) is a standard for charging mobile devices, commonly referred to as "speed charge" or "fast charge". DCP-compliant chargers and cables have pins shorted together that normally serve to transmit data. This procedure is necessary for new smartphones to detect the compatibility of the charger with the aforementioned standard and to be charged with the optimal current intended for them.

Chargers and cables without DCP will charge most smartphones, but they will do so much slower. USB ports in computers and laptops do not support the DCP standard by necessity - shorting the middle pins would prevent data exchange with devices connected to the computer.
